General

In accordance with Paragraph 6. Circular No 10. Bureau R.F. and A.L. dated Richmond Va March 12 1866 — I have the honor to make the following report for the month of August 1867 — of how the transfer of criminal cases, in which colored persons are parties, from the Bureau to the civil authorities have effected the interests of the Freedpeople in the counties of Rockbridge - Bath and Alleghany

Having my Head Quarters at Lexington, and being able to visit Bath and Alleghany only at long intervals I cannot write so positively of these two counties as of Rockbridge, but I have good reason to believe, from what I have seen and heard, that the colored citizens in both are generally treated with fairness and impartiality.

In Rockbridge I can see no cause for complaint on general principles — And here I may iterate my opinion — as expressed in a previous Report — that if all Bureau Officers were remarkably good and wise men, in no
