In compliance with instructions contained in Par. 6 Circular No. 10 dated Bureau R.F. and A. Lands Head Quarters Asst. Comr. Richmond Va. March 12th 1866. I have the honor to state that there is no particular case to report but will call your attention to the complaints of the Freed people of Richmond who seem to regard the decisions in the Hustings Court favorable to the whites. The duties of the Office will not allow a close observance of these trials. I am therefore unable to state how far this injustice complained of is carried.
