receive punishment to the full extent of the law, the magistrates, Commonwealth Attornies, and Juries being all predisposed to be severe on a Freedman when brought to trial for any crime.

The perpetration of crime in this Division by the Freedmen residing therein is of rare occurence, the generality of those tried for any criminal offence and from other Counties and States.
