earnestly recommend that at least three fourth's of the present Magistrates in my Division be removed for, at all events, incompetentcy, if not for partiality or prejudice in the adjudication of Cases, in which colored persons appear as parties.

The Criminal Dockets hear evidence to the effect that crime is rapidly decreasing among the Colored races — and I would most respectfully remark that in my judgment this is not in any degree the result of the influences brought to bear or the effect of the operations of the Civil Courts, but simply from the interest taken and the advancement made by the Freedmen in civilization and intelligence. There is evidently on the part of the Freedmen a more substantial inclination to labor for bread, than to get it through dishonesty, or any other dishonorable
