As before, I can only call your attention to the fact that Courts Juries and lookers-on, seem to seek reasons for ridiculing the ignorance of the freedmen, forgetting all the time that they themselves are responsible at least to  some extent for the very evils of which they scoff and complain of. 

By reason of the fact that I still persist in my old policy of preventing, as far as I can, cases in which freedmen are concerned, from going before certain Magistrates (the majority) I have no cases to report in which any serious or marked injustice has been done a Colored person, by reason of race or color. — At the same time I must again urge that the suspension of the operations of the Freedmens Courts, or the absence of a Military Court,
