Va Sept 30th 1867 Bvt Brig Genl O Brown Asst Commissioner Va Richmond Va General I have the honor to report in compliance with Paragraph 6 Circular No 10 Head Quarters Asst Commissioner State of Va dated Richmond Va March 12 1866 the result of Transferring to civil authorities Jurisdiction in Criminal Cases over Colored persons with reference to the interest of the same. No cases have been tried by the County Court of Culpeper during the session this month where the colored person was a party. The several cases reported last month are still awaiting trial next November term of Circuit Court Judge Watson presiding- with the exception of those convicted and sentenced by the country court for petit larceny
