In compliance with Circular No 10. Hd Qrs Asst Comr State of Va Richmond Va March 12th 1866, I have the honor to report, that no Freedman were tried for any offence before the County Courts.

Two freedmen named Roy Washington, and Benjamin Thomas were tried in the Circuit Court for the breaking into a Mill and stealing corn and fish, The proof was clear against them, indeed they confessed their guilt. They were sentenced to each one years imprisonment in the state prison. Their case was dealt with justly and leniently-
   
Par 4 & 5 are generally complied with as far as I can learn
     
The testimony of Freedmen is rec'd in good faith as far as I can judge, with the courts and magistrates, I have no doubt, with Juries it is more doubtful.

The endorsement of Gen Terry on said order is not complied with
