General,
In compliance with Par 6. Circular No. 10. Hd Qrs. Asst Commr Bur R. F. and A.L. State of Va. dated March 12 1867. I have the honor to report that but few arrests of Freedmen for crimes committed have been made during the month of September, and those arrested were upon charges of a trifling character.

All - as far as I learn - have been treated fairly as regards evidence, Law and judgements. 

Freedmens rights are much more respected by magistrates than by juries. the difficulty is with jury trials. With juries a union man, refugees or freedmen cannot get justice done them. 

A case was tried this month by the Magistrates Court of Spottsylvania County, where a union & soldier
