in cases where Freedmen are interested parties.

Individual Magistrates through ignorance and prejudice are not so reliable for justice in their decisions. But few cases are reported in which Freedpeople are interested parties and those are mostly for assault and ill treatment by Whites. These complaints are very reluctantly heard and acted upon by the Magistrates unless specially directed by the Mil. Comr. or by a Bureau Officer. 

The rules and customs adopted by the Courts and Attorneys render it almost impracticable for a poor man to enter a suit. This makes it very difficult for Freedmen to force the payment of just dues of small amount without aid from some other source.

No new cases have been reported as acted upon as Mil. Comr. by Asst. Sub Asst Comrs. during this month.
