and prejudiced. During the past term of the Circuit Court two cases of unprovoked assault upon Freedmen was tried, and though the evidence was clear and positive against the accused, they were acquitted by the Jury, And I have no hesitation in declaring that the trial of cases for beating Freedmen, before the Circuit Court of Nottoway Co. has become a perfect farce. I have remonstrated with the Circuit Judge about the outrageous conduct of his Juries, but he holds that he cannot prevent it.  

In Lunenberg County but few cases in which Freedmen were parties have been tried by the Courts and these of but trifling importance.  The existence of a Military Justices Court in this County is still rendered necessary by the conduct of a large number of the citizens of the County.
