In obedience to par VI Circular No. 10 series of 1866 Hd. Qrs. Asst. Comr. State of Va, I have the honor to report that the criminal cases of Freedmen which were brought before the Circuit Court of one of the Counties of this Division (Brunswick) which held its session during the last month, received fair trials in the main. Some of them were second trials, as the verdict of the first trials at a previous court were set aside by the presiding Judge and new trials granted.

The higher civil authorities I find generally impartial & just to the colored race, but the local magistrates and petit Juries are very ready to convict and find guilty a colored person upon slight evidence.
