I have the honor to report in compliance with Par. 6th, Cir. No. 10. H'd. Qrs. A.C. Va. that this circular in giving jurisdiction in criminal cases where freedmen are concerned to the civil authorities has not been detrimental to the interests of the freedmen of this S. Dist. during the month of October.
