In compliance with Paragraph 6, Circular No. 10, Head Quars Asst Comr, State of Virginia, Series 1866, I have the honor to report that all cases of a criminal nature - to which colored persons were parties - that came under my immediate notice were treated fairly.  This will also apply to Civil suits tried before Magistrates or Mayors Courts in this City.

No cases of a civil or criminal nature are tried in Fredericksburg, - in which colored persons are interested - which are not attended by Brevet Capt Hector Sears, A.S. Asst Com. or myself.

Two serious cases of assault upon colored persons has occurred in my Sub Dist during the present month - one in Caroline County resulted in Death.
