BUREAU OF REFUGEES, FREEDMEN, AND ABANDONED LANDS,
Head Quarters Assistant Sub-Assistant Commissioner,
4th DIVISION--FRANKLIN COUNTY--,
7th SUB-DISTRICT, STATE OF VIRGINIA,
Rocky-Mount, Va., October 31st, 1867

Bvt. Brig. Genl. O. Brown
Assistant Commissioner

General,
In obedience to Par. VI, Circular no. 10, Series 1866, Hd Qts, Asst Comr., State of Va., I have the honor to submit the following report.
Before the County Court of my Division this month, but one case to which a colored person was a party was tried; viz. that of "Lewis Houseman, Colored, and Pharaby D. Law- White; it being an appeal by the latter, from a judgement given some time since, by a single Justice, in favor of the former, for $29.05, an account of labor claimed to have been rendered. The Court reversed the judgment of the single Justice, and gave judgment against the Freedman for the costs incurred in the case. From the evidence adduced the Court could hardly have done otherwise; still, I think the man was really entitled to recover.
Before the Circuit Court which convened here on the 15th and adjourned on the 19th, the following cases came up.
"Mr J. Angell," and "Jackson Akers"- White, were indicted by the Grand Jury for an assault upon "Harriet Hunter," and another colored person, and sent to the County Court for trial.
"J.H. Smith"- White- was likewise indicted for an assault upon "Syrus Williams", Colored, and also sent to the County Court for trial.
"Wm R. Ward"- White- likewise indicted for an assault, on "James Smith"- Colored-, disposed of in the same way.
In each of the two first instances, complaint
