In accordance with Par 6. Circular No. 10 Series of 1866. I have the honor to report but one case tried before the Civil Authorities in which Freedmen were interested, since last report in the 1st Division 9th Sub Dist. Va. On the 30th Septr. William Williams, Freedmen, and Arnetta Bautre, Freedwoman, were arrested on the charge of adultery and taken before Robt. Y. Conrad, Mayor of Winchester, for preliminary examination. The freedman was married and left his wife in a delicate situation, and cohabited with the woman for a whole week. And as the provisions of circular 11. Series '66 were fully explained to the colored people at the different churches, I conferred with the Mayor, previous to the trial, with a view of making this case an
