In compliance with Par. VI Circular No 10, series 1866, Bureau of R.F and A.L. Head Quarters Asst Comr State of Virginia, I have the honor to report that, during the present month there has not, in my opinion, been manifested by the jury men of the County Court, that disposition to decide cases in which Freedmen were directly engaged, that justice which has for the past six month been shown in all cases in which Freedmen have been interested. While these verdicts have not, in some cases, been what, in my opinion, the merits of the case warranted, I have not deemed it expedient, under existing
