The great difficulty is the delay which arises in many cases referred for the action of the civil authorities - continued from one week to another and from one term of the court to another - causing lots of time and expense to those who have not the time or money to prosecute properly their cause. This has been the case with a colored man, who about three weeks since received thirty eight shot in his leg, from a gun in the hand of one James L Bain (white) of this county - and as far as we can learn, without provocation. No notice would have been taken of the case whatever, had it not been reported to these Hd. Quarters, and the Magistrate ordered to proceed in the matter. Owing to some little irregularities, the case has not as yet had a hearing before the magistrate. The only action taken has been the arrest of Bain, and his immediate release on one hundred dollars bail, to appear on Saturday next, to answer the charge made against him. The pressing duties of Registration and the election made it impossible for me to give even this case the attention it demanded, and therefore was left entirely in the hands of the civil authorities.
