In obedience to Paragraph 6 Circular No 10. H'd Qrs Asst Comr. Bur R. F. & A. L. State of Va. Series of 1866. I have the honor to report that to my knowledge but few freedmen have been arrested in the 6th Sub District for crimes committed during the month of December inst, and but one case came up for trial in this place to which the person plead guilty to a theft and was sentenced to confinement in the County jail for three months.

The case of Upsham of Caroline Co. - a report of which has been forwarded to you through these Hd Qrs - was one of injustice showing that but little dependance can be placed in Juries where whites are plaintiffs or def'dts against colored.
