General.
In compliance with Circular No 10. Bureau of Refugees Freedmen & Abd Lands Richmond Va. dated March 12, 1866. I have the honor to report that all cases of a criminal nature tried by the Civil Courts in the 1st Div 6th Sub Dist Va - to which colored persons were parties - were, with one exception, treated with impartiality and fairness and the law respecting their testimony  carried out in good faith.
