In compliance with the provisions of Par 6. Circular No 10. Bureau R F & A L. Office A.C. Richmond, Va. Mch 12th/66, I have the honor to state that the order restoring to the civil authorities jurisdiction in criminal cases over colored persons, has not resulted favorably with reference to the interests of the latter during the present month.

I. At the November term of the County Court at Hanover, a young white man was arraigned and tried upon the charge of having attempted to commit a rape upon a young and respectable colored woman, named Elizabeth Finsley.

The evidence was, in my judgment, conclusive, being supported by the concurrent testimony of four cold witnesses, all of whose statements were consistent. No rebutting testimony was brought by the defence, of any weight, except to prove the previous good character of the accused.

The jury brought in a verdict of "not guilty."
