I believe the evidence of Freedmen is received in most cases in good faith, and taken for what it is worth which indeed is very much according to the character of the individual who gives it, and the manner in which it is communicated.

I am perfectly conscious of the fact that there are here persons both white and black who will say that the Freedmen have no chance of obtaining justice in these counties - but, from careful observation, I have not only arrived at a different conclusion in this particular but have also concluded that those who make such allegations are generally persons who think judgement should in all cases be rendered in favor of the colored person whatever may be the merits of the case.

Whether so good a state of affairs would exist were it not for military law may be problematical - but I have nothing to do with mens motives and report only on their acts.
