Pursuant to instructions contained in Paragraph 6 Circular No. 10. Head quars Asst Commissioner Bureau R.F. and A.L. State of Va. of date March 12" 1866, I have the honor to report that so far as I can learn not a criminal case tried by Jury in the 6th Sub District during the month of November instant to which colored persons were parties was justice administered properly.

But little weight is given by Juries to the evidence of persons, white or colored, where the interests of whites are antagonistic to such evidence.

In addition to the criminal cases reported to you there has been two others forwarded by Military Commissioners to Major General Schofield viz - Bryant of Richmond County for shooting Parkinson (colored). Thos. B. Timberlake Constable of Fredericksburg assaulting Nelson Smith (colored). In the latter case, Timberlake
