In compliance with Circular No. 10. Series of 1866, from Bureau of R.F. & A.L. Hd Qrs. Asst. Comr, State of Va. I have the honor to report that no cases have been tried in colored persons were parties, in which injustice has been done the colored man, save one, upon which, I am as yet unprepared to express an opinion, as unfortunately, I did not witness the trial, but unless the case has thus far been misrepresented to me, I shall pronounce the judgment an unjust one and make a special report of the same, as soon as I can get all the evidence together. This case is one of a colored man keeping a ferry, (and as what evidence I have says) "on his own hook", at which an accident happened last winter in which a man in crossing had two mules drowned, for which he sued the ferryman and got a judgment for $200. The judgement cannot be executed at present however, as the man has nothing, but I am about investigating the matter to learn what are the fact in the case.
