In compliance with paragraph 1 of Circular No 10 Series of 1866

I have the honor to report that three colored persons have been tried by the Civil Courts in this Division for Housebreaking at night. These parties were arrested by the Military Commissioner and turned over to the Civil Courts for trial the money stolen having been found with the prisoners and the principle acknowledging that he entered the House and taken the money and divided with his comrades 
     
I am of the opinion that they had a fair trial
     
There are ten colored persons
