In compliance with [[strikethrough]] Sp [[/strikethrough]] Par. 6 Circular No. 10 Series 66, Head Qurs, Asst. Comr, Dist of Va, I have the honor to report that in Gloucester Co. there were no cases before the Civil Court, during the past month in which Free dmen were concerned

In Matthews Co there was one case, that of John S. Miller vs. Andrew [[strikethrough]] Mille [[/strikethrough]] Williams (Colored)  The Freedman was, I am informed, represented by able counsel. The Jury's decision, it is said, was in accordance with the testimony educed, though adverse to the Freedman.

Having but recently assumed charge of this Division I am unable to report on the status or condition of Freedmens affairs, at this time. But from what little I have observed in the immediate neighborhood I opine that matters are progressing favorably
