In compliance with instructions contained in Paragraph 6 Circular No, 10. dated Bureau R.F. and A. Lands Head Quarters Assistant Commissioner State of Virginia Richmond Va, March 12th 1866. I have the honor to state there is nothing of moment to report except a considerable decrease in the number of criminal cases.
