General
In compliance with Cir No 10 Series of 1866 from Hd Qrs Asst Com Dist of Va I have the honor to report, that as a general rule the Civil Courts have fairly administered Justice in this Division during the present month, so far as is known in all cases brought before them, Several cases where injustice would undoubtedly have been done the Freedmen from the prejudice of Magistrates and Juries (which is seen in the majority of cases where whites are concerned against Blacks) were adjusted to the protection of the Freedmen without resort to proceedings in the Courts by the intervention of the Bureau and the warning that the Cases would be reported to the Military Commission unless the demands of justice could otherwise be met. Much legal advice has also been given free of cost and it is believed in Several cases has prevented expensive litigation
