General:

In accordance with the requirements of Circular No 10, Series of 1866, Head Quarters Assistant Commissioner State of Virginia, I have the honor to submit the following report of the manner in which justice has been administered in this Sub-Division during the month of January 1868.

I attended the Courts of both Nottoway and Lunenburg Counties during the month: Very few cases were tried to which freedmen were parties and I neither saw or heard of any cases in which injustice had been done, nor have any complaints been made during the month to that effect against Courts or Magistrates.

I regret to be obliged to reiterate my previous statements in regard to the indisposition manifested by many Magistrates to avoid the examination of complaints in case where Freedmen appear in the character of Plaintiff.
