General.
In obedience to the requirements of Par. VI  Circular No 10 Series of 1866 Hd. Qrs. Asst. Comr. State of Va, I have the honor to report that there has been no alteration for the better in the course pursued by the civil authorities in this Division in their adjudication of cases in which union white men or freedmen constitute parties thereto, that would materially change in any manner the tone or substance of any previous reports submitted under the above Circular.

The class of persons above mentioned do not receive justice in the civil courts here as at present conducted. The same spirit of prejudice to the Freedmen prevades the deliberations of the civil authorities from the Justices of the Peace to the higher courts.

It is with difficulty and only by constant prompting that I am able to get the civil authorities to prosecute cases of complaints of Freedmen against Whites.
