General:
In compliance with Circular No. 10. Series of 1866 I have the honor to report that I have been cognizant of no cases brought before the civil courts of this Sub district in which freedmen have been directly or indirectly interested; this during the month of January 1868.

I cannot cannot however resist the conviction that, from the life long, deep seated prejudice of the rebel, no justice is to be expected from that class in their dealings with freedmen - and that the present quiet appearance of the things is but a surface calm due to the presence of the Bureau and military power
