General: I have the honor to make the following report of the administration of Civil Justice, in the Counties composing the 3rd & 4th Divisions, 8th Sub Dist. Va. for the month ending January 31st 1868.

No cases have been reported to me, where Freedmen have been imposed upon or [[strikethrough]] im [[/strikethrough]] partially dealt with, by the action of the civil authorities. Indeed very few cases, in which Freedmen were concerned, have come up before either the Magistrates or the Courts, and I know of only one case of imprisonment, for offences against the law.

I understand there is a case, which needs special attention in the County of Floyd, but until I am able to make an investigation of the difficulty, which I propose to do on Monday next -
