General:

In obedience to Circular No 10. this day furnished me I have the honor to report that for the month of January from the 23rd day to the 31st being all the time that I was on duty here in that month that the Courts as a whole are inclined to do justice to the Freedmen. Only one case has come before me; which was heard before a magistrate; the decision of which I did not esteem fair and upon my demanding that he should listen to and swear the Freedwoman, (who was defendant vs. a white man as plaintiff) he did so and upon the testimony adduced reversed his decision readily and willingly.
