General:
I have the honor (in accordance with Cir. No 10, Series 1866) to report that during the present month, I have not seen or heard of an instance where civil justice has been administered in a partial manner, or where any right to belonging to the freeman in a Court of Justice has not been respected. I am "assured that we shall have no just ground for complaint " on that score. Be that as it may I shall certainly adhere to the requirements of this Circular.

I am inclined to believe that their "old notions" would permit the whites to push the scale a little in meting out Justice where one of the parties only was a freedman.
