General
I have the honor to state that no cases have been tried by the Civil authorities in the 1st Division, of this Sub District, requiring a report.

The ignorance of the Freedmen, as well as their poverty prevents their applying to the Courts for redress of their grievances; and the want of success usually met with by those who do discourage all others.

The testimony of colored witnesses is received by the courts without objection.

The exceptional cases of Freedmen arrested for theft, are seldom reported to the officer of the Bureau, tho' all the Magistrates have been requested, where so desired by the accused
