No such application has been refused so far as known, and probably in some cases shame, and in others ignorance, prevents them from requesting the attendance of the Bureau Officers.

The Laws are administered with impartiality by the Court, but loyal men whether white or black have little chance of justice from juries composed of unrepentant rebels, and 
when white men are loth to submit their cases to such arbitrament, it is not strange that colored men, laboring under a double load of prejudice, should rather submit to injustice, than waste his means in attempting to obtain what [[strikethrough]] his [[/strikethrough]] loyal white citizens despair of, namely justice.
