General: I have the honor to make the following report of the administration of civil justice in the counties comprising the 3rd & 4th Divisions, 8th Sub District Va. for the month ending February 9th 1868.  As far as I have been able to learn, the civil laws in cases where Freed-men were concerned, have been faithfully and impartially executed, both by the magistrates and the courts.  Several charges against magistrates for injustice in their decisions, where colored men have been the complainants, were referred for investigation to the Military Commissioners, including the case in Floyd County.  Should it prove that they have just grounds for complaint, a special report will be made of the facts, as they may come to my knowledge.
