In compliance with the Circular No 10, Bureau of Refugees Freedman & abd Lands Head Quarters Asst Comr State of Virginia Richmond Va dated March 12th 1866.  I have the honor to report that with the exception of one, all criminal cases tried by the civil courts in the 1st Division 6th Sub Dist Va - to which colored freeman were Parties - were treated with impartiality and fairness and the law representing their testimony carried out in good faith.  The one case aluded to is that of Moses Johnson who was arrested and taken before Mayor Slaughter charged with stealing a watch and seal, the property of Robert Hart Johnson found whom trial that he had bought the seal a short time ago and that the woman he bought it of had had it in her possession
