Hd qurs Asst. Comr. Va Series/66 I have the honor to report cases in which freedmen were concerned before the Civil Courts in Mathews & Gloucester Counties during the Month ending Feby 29, 1866. In Gloucester County there was but one Case before the Court in which freedmen were concerned. that of Abraham Page charged with stealing a horse, in the night of the 4th of July 1867, from John H. Backhouse Charge sustained and prisoner sentenced to five years in the State Penitentiary. The defence was conducted by marked ability and the prisoners counsel succeeded in obtaining the shortest possible term for his Client. In Matthews County there were no cases brought before the Courts in which freedmen were concerned I am Sir very Resp'y. Your Obdt Servt Thomas J. Rice A.S.A. Comr.
