I have the honor in compliance with Circular  No 10 Par 6 Hd Qrs asst Comr State of Va dated Richmond Va March 12th 1866, to report the result of transfering to Civil Authorities jurisdiction in Criminal Cases over Colored persons with reference to the interests of the latter.

No cases have been tried in the County Court of Culpeper or Rappannock Va during the month where the colored person was a party  Several (3) three Commitments have been made by magistrates of colored persons for Petit  Larceny who will be tried next term of Culp Co Court  no arrests or commitments in Rappa'k Co  A full report of the above Cases will be forwarded next month, the parties out on bail.
