In pursuance with Cir. No. 10, Par - 6, dated Hd. Qrs. Asst Comr. Richmond Va March 12, 1866, I respectfully forward thro Hd Qrs 4th Sub Dist Va the information that there has been no cases between the Whites and the Freedmen before the Courts during the past Month, therefore have had no opportunity of ascertaining whether the spirit of this order is carried out or not.
