General: I have the honor to report, pursuant to Cir No 10 Series of 1866 from Hd Qrs Asst Com Dist of Va. that so far as I have been able to ascertain, the Civil authorities have shown a disposition to deal justly with the Freedmen in cases coming before the Courts in which their interests were concerned, during the present month. There being quite a number of Courts, Mayors, Corporation, County, &c in this city, and County, a proper attendence to my other duties renders it impossible for me to attend them all regularly, and I therefore only attend, in cases where it is reported to me that injustice has or is likely to be done to Freedmen. A number of Complaints made by Freedmen from the County in reference to leases, rents contracts &c have been refered to the Civil
