General.
In compliance with the provisions of Cir No 10 Par "6." dated Hd QRs Asst Comr. State of Va Richmond March 12th 1866.  I have the honor to report, That in all cases tried before the Magistrates of this Division during the month of March 1868.  The testimony of Freedmen has been received in accordance with the law.  There seems however to be a disposition upon the part of the courts to fix the penalties in a manner. that while it is strictly legal. works great prejudice to the interests of the Freedman.  That is, to give to the colored man the maximum, and to the white, the minimum of punishment.
