General,
I have the honor to report the condition of the Freedmen as prospering in this Division  they all appear to have steady employment at advanced wages, or better contracts than last year, in some cases, and in no case are they at work for less amounts  There are few if any cases of drunkness among them, pettie larceny is the most common crime, and that is generally hushed up without going to the courts. 

They are orderly, well behaved, sober, and industrious, as far as my observation goes. There are less criminal prosecutions than I have ever known among the same number of people in the same length of time
