In compliance with Circular No. 10. Series 1866, from H.Q. Asst Commr. I have the honor to report that during the past month no complaint has been made to this office by any colored person, that his evidence had been improperly rejected or neglected, or that any civil officer had refused, or neglected, to issue a warrant or other civil process, whereby a trial or prosecution might be prevented; that in all cases coming to my knowledge the freedmen have been treated fairly and impartially

During the past month some disturbance has taken place in Warrenton between some white laborers in the employ of Ex Governor Smith, and some negroes.
