General
In compliance with Cir No. 10 Series 1866, I have the honor to report that no cases have been reported in which the Courts refuse to give justice where Freedmen were interested parties. The testimony of Colored witnesses is admitted in all the Courts. A case occurred in Smythe County in which a White Man named Aheart assaulted a Freedman with a knife and cut and stabed him. Aheart was arrested on complaint by the civil authorities and held to answer at the next jury term of Court on a charge of assault with intent to kill. The Court has not had its session yet. The
