General:
In compliance with Circular No 10. Bureau of Refugees F & A. L. Hd. Qrs. Asst. Commr. State of Virgina Richmond Va dated March 12th 1866. I have the honor to report that all  cases of a criminal nature tried by the Civil Courts of my Division - to which colored persons were parties - were treated with impartiality and fairness and the law respecting their testimony carried out in good faith, as far as the court was concerned. But the jury in two cases in King Geo County found colored men guilty on evidence purely circumstantial - and - in my opinion - intirely insufficient to convict. Both cases are now being investigated by the Military Commissioner for the County of King George.
