General,
Pursuant to Par. 6.- Circ. 10., series 1866. Hd. Qrs. Asst. Com'r. Va. I have the honor to report, that the transfer of jurisdiction from the Bureau Courts to the Civil authorities, in these Divisions, has not resulted in injury to, nor dissatisfaction among the freed people.
It is believed that thus far, impartial justice has been administered.
