In obedience to par VI Circular No 10 series of 1866 Hd. Qrs Asst Comr State of Va, I have the honor to report that all previous reports emanating from this office under the above named Circular have been to the effect that the Freedmen did not as a general thing receive at the hands of the Civil Courts and functionaries impartial & even-handed justice. Nothing in any recent action of the same authorities has been calculated to remove that opinion or rather actual knowledge. The Freedmen generally receive hasty trials, and which to their interests indifferent.
