General:
I have the honor to report for the month of March 1868, in compliance with Circular No 10. B. R. F. & A. L., Head Quarters Ass't Com'r, State of Va., and dated, Richmond, Va March 12th 1868, as follows:

There has been no cases brought to my attention, in which Freedmen have suffered injustice at the hands of civil magistrates. I have however had to send notes to magistrates requesting them to take up some cases, for freedmen, where they had been in my opinion ill used by white parties. Such notes
