In compliance with Circular No. 10. Series of 1866, Hd Qrs. Asst. Comr, State of Virginia, I have the honor to report that during the session of the Court, particularly in Amelia County quite a number of cases were tried in which colored persons were parties, to which I have listened attentively and believe there to have been conducted impartially and with fairness and the law respecting colored testimony carried out in good faith.
